Legal obligations

In the Walloon Region a PEB certificate is mandatory for any home offered for sale or rent, from the day the listing is published. The certificate number and label must appear in the listing and the original is handed to the buyer or tenant.

  • Sale: certificate required before signing the preliminary agreement.
  • Rental: required from the listing, including furnished student flats.
  • No certificate: administrative fine possible.
  • New build: the final PEB declaration replaces the certification route.

How the visit works

The visit takes 45 minutes for a flat, 1 to 1.5 hours for a house. The assessor measures volumes, records walls, glazing, ventilation and systems, then enters everything into the official Walloon software.

  • Give access to the attic, cellar and boiler room.
  • Prepare plans, permits, invoices for windows, roof, insulation, boiler, solar panels.
  • A previous PEB certificate speeds up the data entry.
  • Without documentary proof the method imposes unfavourable default values.

Labels, works and grants

The PEB label runs from A++ (excellent) to G. The most cost-effective works to gain one or two grades are roof insulation, window replacement and a condensing boiler or heat pump. The Housing Audit (€950) is the mandatory gateway to Walloon renovation grants.

  • Roof insulation: best cost-to-label ratio.
  • Heat pump or condensing boiler: clear gain on calculated consumption.
  • Housing Audit required before works to claim grants.
  • Solar panels help the score but do not replace insulation.

PEB Manager and declarations

For a new build or a major renovation (more than 25% of the envelope plus system replacement), appointing a PEB Manager is mandatory before filing the permit. Energy PEB specialises in taking over blocked final declarations when the original manager has gone silent or the company went bankrupt.

  • Initial declaration: before works start.
  • Final declaration: after the works, mandatory to close the file.
  • Changing PEB Manager is possible at any time, even after bankruptcy.
  • Without the final declaration the file stays open and complicates resale.

Electrical inspection and other steps

The electrical compliance inspection is separate from the PEB certificate: it is carried out by an independent accredited company (€165 incl. VAT via Energy PEB) under the Belgian RGIE/AREI rules. A COMPLIANT report is valid for 25 years; a non-compliant or missing report requires a new inspection for the sale.

  • Compliant report: valid 25 years, accepted by the notary.
  • Non-compliant or missing report: new inspection mandatory for the sale.
  • The buyer then has 12 or 18 months to bring the installation up to standard.
  • Thermography (€500): useful to locate thermal bridges before works.

Example: seller in a hurry in Namur

An owner signs the deed in ten days. Visit on Tuesday morning, express option chosen, PEB certificate with a D label received on Thursday with the number to insert in the listing and the deed. Total: €310 plus €75 express, announced before the visit.

Frequently asked questions

How much does a PEB certificate cost in Wallonia in 2026?

Between €165 and €350 incl. VAT depending on the property type at Energy PEB: €165 for a studio under 45 m², €250 for a flat, €310 for a terraced house, €350 for a detached house.

Is a PEB certificate mandatory to sell?

Yes, from the moment the sale listing is published. The label and certificate number must appear in the listing and the original goes to the buyer.

Is a PEB certificate mandatory to rent out?

Yes, for any home let in the Walloon Region, including student rooms and furnished flats.

How long is a PEB certificate valid?

10 years for a home, unless works significantly change the energy performance, in which case a new certificate is advisable.

How fast is the certificate delivered?

24 to 48h after the visit at Energy PEB once the useful documents are supplied. An express option (report in 2 working days) costs €75.

How long does the assessor's visit take?

About 45 minutes for a flat, 1 to 1.5 hours for a house, depending on the area and the number of volumes to survey.

Which documents must I give the assessor?

Plans, building permits, invoices for windows, roofing, insulation, boiler or heat pump, solar panel certificates and the previous PEB certificate if any.

What if I have no invoices at all?

The certificate is still possible: the Walloon method then applies default values, usually unfavourable. Finding a single insulation invoice often gains a full label grade.

Who may issue a PEB certificate in Wallonia?

Only an assessor accredited by the Walloon Region. Energy PEB is accredited under CERTIF-P2-02369 and has issued over 600 certificates.

What is the difference between a PEB certificate and a Housing Audit?

The certificate photographs current performance for a sale or rental. The Housing Audit (€950) is a detailed report with work packages, mandatory to obtain renovation grants.

How do I obtain Walloon renovation grants?

You must have a Housing Audit carried out by an accredited auditor before starting the works, then follow the order of the recommended packages.

What do PEB labels A, B, C, D mean?

They form a performance scale from A++ to G. A C label is a properly insulated home; F or G means an energy-hungry, uninsulated home.

Which works improve a PEB score most?

Roof insulation first, then windows, wall insulation and replacing the heating system with a condensing boiler or a heat pump.

Do solar panels improve the PEB?

Yes, they reduce the calculated primary energy consumption and can gain a grade, but they do not compensate for missing insulation.

What is a PEB Manager?

An accredited professional appointed for new builds and major renovations: they file the initial PEB declaration before the works and the final declaration afterwards.

When is a PEB Manager mandatory?

For any new build and for a major renovation (more than 25% of the heat loss area with system replacement) subject to a planning permit.

My PEB Manager has gone silent, what can I do?

Another accredited professional can take over at any time. Energy PEB specialises in these takeovers, including after the original company's bankruptcy.

Can a final declaration still be closed years later?

Yes. A takeover remains possible even years later; missing data is rebuilt from the permit plans and complementary surveys.

Is an electrical inspection mandatory to sell?

Yes, an inspection report on the electrical installation is required to sell a home. It is carried out by an independent accredited company, separate from the PEB assessor.

How long is a compliant electrical report valid?

25 years. A compliant report issued 10 or 15 years ago remains valid for signing the deed if no major modification has been made.

What if the electrical report is non-compliant?

An accredited inspector must come back for the sale. The report informs the buyer of the breaches and starts the legal 12 or 18 month deadline to comply.

What is a thermographic survey for?

The thermal camera locates thermal bridges and insulation defects invisible to the eye. It costs €500 and helps choose the right works.

One certificate per flat or one per building?

One certificate per dwelling unit. A building with three flats needs three certificates; grouping the visits lowers the total cost.

Is a certificate needed for a house due for demolition?

Not if the demolition is formally established and stated, but when in doubt the certificate remains the safest way to secure the sale.

What is the risk of having no PEB certificate?

An administrative fine and legal risk during the sale: the buyer can rely on the missing certificate to challenge the transaction.

Does the certificate account for occupant behaviour?

No. The calculation is theoretical and standardised: it describes the building, not the occupants' consumption habits.

Can an assessor refuse to issue a certificate?

They must refuse if the property is not accessible or the information is insufficient for correct data entry. A full visit is always required.

Can a PEB certificate be issued remotely, without a visit?

No. The on-site visit is mandatory: a certificate issued without a visit is unlawful and can be annulled.

Do you cover the whole of Wallonia?

Yes, in the provinces of Namur, Liège, Hainaut and Walloon Brabant. A €50 long-distance supplement applies to the most remote municipalities.

How do I get an exact price for my property?

Use the calculator on the home page: a few questions (need, property type, area, postcode) give a firm price in under a minute.

Need an EPC certificate or some advice?

An accredited certifier answers you directly, with a firm price announced before the visit.
