EPC guide Wallonia
PEB final declaration takeover
Direct answer
If your PEB officer no longer responds or has gone bankrupt, you can switch to another accredited expert at any time. Energy PEB takes over the open file, gathers the available plans and documents, completes the final declaration (and the provisional one if needed) and submits it to the Walloon administration so your PEB file is properly closed.
- Takeover possible

- Typical timing
- 2 to 3 weeks after receiving the documents
- Price

Why a final declaration can be left open
A new build or a major renovation in Wallonia goes through three PEB declarations: initial (attached to the planning permit), provisional (after the structural works) and final (at completion). These are drawn up by the accredited PEB officer named in the file.
If that PEB officer no longer responds (bankrupt engineering firm, company gone, billing dispute, relocation), the file stays open with the administration. Without a final declaration submitted, the PEB procedure is never completed, exposing the owner to administrative fines and resale complications.
How Energy PEB takes over the file
Energy PEB holds both PEB assessor and PEB officer accreditations from the Walloon Region: one single point of contact until the file is closed.
- Checking the status of the file with the Walloon administration: which declarations were already submitted.
- Gathering the plans, PEB calculations and available documents from you or the previous firm.
- Completing the provisional declaration if it was never drawn up.
- Preparing and submitting the final declaration to the administration.
- Confirming the proper closure of the PEB file.
The documents to gather
If some documents are missing, Energy PEB rebuilds them from the permit plans and complementary checks: the takeover remains possible even with an incomplete file.
- Copy of the planning permit and its appendices.
- Plans of the dwelling and, if possible, the PEB study carried out at the time.
- Invoices or technical sheets for the works (insulation, boiler, ventilation).
- Any correspondence with the previous PEB officer.
Do not leave the file open
The longer you wait, the more documents scatter and the more complex the takeover becomes. As soon as your PEB officer stops responding, request a takeover: Energy PEB reviews the state of your file free of charge and sends you a clear quote to finalize it.

Frequently asked questions
Can you change PEB officer during a project?
Yes. The PEB officer is not contractually tied to the project for its whole duration: another accredited expert can take over the outstanding declarations, even after years of inactivity.
What if the PEB officer's company went bankrupt?
Contact another accredited expert: Energy PEB takes over the completion, gathers the available documents (sometimes via the liquidator) and completes the final declaration. Changing PEB officer is always possible, even after a bankruptcy.
What are the risks without a final declaration?
Non-compliance with the PEB procedure exposes the owner to administrative fines and complicates a later sale: the PEB file officially remains unclosed.
How long does a final declaration takeover take?
Usually 2 to 3 weeks after receiving the available documents. If the provisional declaration is also missing, the timing may extend slightly.
How much does a final declaration takeover cost?
The price is quoted based on the state of the file (available documents, declarations already submitted). Energy PEB first reviews your situation free of charge and announces a firm price before starting.
